Mildly poor weather misery

Once again, a single day of snow, and a night of sub-zero temperatures has brought the country to a stand still.

Well maybe not the country, but certainly large parts of it, including the Midlands. Last night it took me 2 hours to get home instead of the normal 1 hour. I was lucky. There are reports of people taking 7 hours to do 20 miles. A good friend of mine took 3 hours to do 10 miles.

Why is this country completely unable to cope with a little bad weather?
